Even if you are away from the place of incident or are unaware of the right jurisdiction, you can successfully file an FIR in any police station.

Can a Police Officer deny to register zero FIR?

No Police Officer can deny to register Zero FIR until and unless he/she finds it a petty issues which can be resolved at immediate level.

Deny of the FIR can be illegal to which a police officer can be charged fine or complaint can be filed against him.
